William Richard "Billy" Goodman, a Baltimore insurance executive, died Saturday of kidney disease at his Pikesville home. He was 81.

Mr. Goodman was born in Staunton, Va., and moved with his family to a home on Linden Avenue in Reservoir Hill.

After graduating from City College in 1948, Mr. Goodman earned a bachelor's degree in 1952 from the University of Maryland, College Park. In 1957, he earned his law degree from the University of Baltimore.

While attending law school, Mr. Goodman went to work as a public insurance adjuster at the Goodman-Gable-Gould Co., a family-owned business.

In the early 1970s, Mr. Goodman took over as president of the company and was its chief executive officer at the time of his death.

During his tenure, Goodman-Gable-Gould Adjusters, which represents parties resolving property claims with insurance companies, expanded from two offices, Baltimore and Washington, to 11 nationwide.

Mr. Goodman was an active member of the National Association of Public Insurance Adjusters and served as its president from 1986 to 1987.

A Democrat, Mr. Goodman ran unsuccessfully for the House of Delegates in 1966 and twice for the Baltimore County Council in the 1980s. He also served as a Maryland racing commissioner in the 1970s.

Mr. Goodman was an avid Orioles and Ravens fan, and attended every game of the Baltimore Colts until the team left the city.

He was a collector of vintage Lionel O-gauge trains, which he displayed in the den of his Pikesville home.

He was a member of Chizuk Amuno Congregation.

Services were held Monday at Sol Levinson & Bros.

Surviving are his wife of 58 years, the former Alice Katzenstein; a son, Harvey Goodman of Potomac; a daughter, Laurie Stein of Owings Mills; and four grandchildren. Another daughter, Jamie Goodman, died in 1957; and another son, Barry Jon Goodman, died in 2008.
